New Cash Register Requirements in Sweden 2027: Is Your POS Ready?

January 1, 2027, will bring a significant change for Swedish businesses. If you run a café, bakery, or retail shop, you need to understand these new cash register rules now so you aren’t caught off guard when the deadline arrives.
The Swedish Tax Agency (Skatteverket) is introducing new technical rules—SKVFS 2021:17 and SKVFS 2021:18—to replace outdated, closed hardware with a more flexible and transparent digital system.
What's Actually Changing in 2027?
Here's what these regulations require from your cash register system:
1. Standardized XML Export
Your cash register's journal memory must be exportable in a standardized XML format. This allows the Tax Agency to easily access and verify your transaction data during audits.
2. Enhanced Security and Data Protection
The system must guarantee that all sales data is stored securely and protected against manipulation. No more manual adjustments that can't be traced.
3. Receipt for Every Transaction
Every sale must generate a receipt offer – whether digital (email, SMS) or paper. This ensures customers always have proof of purchase and the Tax Agency can verify transactions.
4. Clear Disruption Documentation
If your POS system experiences downtime or technical issues, you must have clear procedures for documenting and reporting these disruptions to Skatteverket.
Essentially, the requirements for what makes a cash register "legal" in Sweden are getting much stricter.
Who is affected?
Compliance is mandatory for any business selling goods or services for cash, card, or Swish with an annual turnover exceeding 4 price base amounts (approximately SEK 235,200 for 2025).

Why you shouldn't wait
It might be tempting to hold off, but waiting until December 2026 is risky. Here is what could happen if you aren't ready:
- Immediate Fines: Skatteverket performs thousands of field inspections annually. Using a non-declared system after the deadline results in heavy kontrollavgifter (control fees).
- Supplier bottlenecks: As thousands of Swedish businesses rush to comply, hardware supplies will tighten. Waiting until Q4 2026 could mean long installation wait times while your current system becomes illegal to use.
- Rushed decisions – You'll have less time to evaluate options and choose the right system.
- Implementation stress – Training staff and transitioning systems during your busiest season isn't ideal.
The best approach is to get your upgrade sorted now, so you can keep focusing on your customers without worrying about paperwork.
Is Your POS Ready for 2027? Quick Compliance Check
Check your current setup with these four questions. If you can't answer "yes" to all of them, your business isn't ready yet:
☐ Is your POS system on Skatteverket's official list of compliant cash registers?
☐ Can your register export a journal file as an XML (not just a PDF or printout)?
☐ Does your system automatically log and time-stamp operational disruptions?
☐ Is your control unit cloud-based or recently certified for the 2027 standards?
If you're unsure about any of these, it's a good idea to start looking at cloud-based POS systems that are already built for these 2027 standards.
